题意：集邮者花一定的钱数去购买邮票，当然所购买的邮票类型越多越好，
当出现类型种数相同时，取邮票数少的方案，如果邮票数也相同，
则取有最大面值邮票方案，否则，则输出Tie.当然，还有可能没有符合的方案。
